Opening .eml attachments

I have a newer Powerbook. It won't open or download .eml attachments that people forward to me. Sometimes I get them to download with IE but will hardly ever open in Safari. What's up with that?
Is there a preference setting I'm missing?
I recently got a friend to switch and she also has this problem with her iBook.
Any help is appreciated.

As far as I know, the .eml file format is used to export e-mail messages from the Microsoft Outlook and Entourage e-mail programs. (those programs may also use it when messages are forwarded as attachments. )
