VPC/Quicktime problem

My husband just bought a welder, and it came with an instructional CD. Of course, the system requirements for the CD are Windows95/98, 133MHz P1, 32MB RAM, and Quicktime 3. I figured he could watch the Quicktime movies on the CD on my OS 10.2.8, however there are a bunch of them and are all part of some .exe program on the cd that allows interaction.

Anyway, so I decided to try to run it on VPC. I'm running VPC 6.0/Win 98. I used to use VPC for Photoshop before I bought the Mac version, and I never really experienced any speed issues. So, I installed QT 3 (included on the CD) on VPC, then viewed the QT movies. The audio skipped and had static. I changed QT prefs for soundout from Direct Sound to waveOut (kept defaults of 22.050kHz, 16 bit stereo) - the static went away on the movie playback, but it still skipped. I tried allocating more memory (I had it at 256MB, changed it to 512MB) to VPC, but same thing still happens. I also downloaded QT 6.5.1 for Win98 - no change. I even copied the files from the CD onto the HD so it wouldn't have to keep accessing the CD. I can view the separate QT movies fine (no audio skipping) on OSX, though, so there's nothing wrong with the files themselves. I also tried viewing QT movies I made myself on VPC with the same audio problem.
The Microsoft site for VPC was (as expected) no help. Are there any VPC users out there that know if I'm missing some stupid setting that's causing this, or if I'm destined to drag the 7-year old jalopy of a PC I have out of the closet and make him use the program on there?
