Easiest & Cheapest Website Development Software

What is the easiest and most economical website developing software available for the Mac at the moment? Dreamweaver seems to be a bit too much for amateurs. I've read good things about Macromedia's Contribute 2.0 but it seems to be suitable for editing, etc only when you already have a website established. Any suggestions will be appreciated.

The cheapest is definitely vim or BBedit light or any other free-ware editor, but it is not the easiest way.
Taking a look at versiontracker or apple will give you tons of programs.
Personally, I use BBEdit, vim and Dreamweaver, so I might not be very objective. The best tip from my side is to take a look at several applications and find the one you feel most comfortable/at home with.

Find a cheap copy of Dreamweaver on Ebay. Dreamweaver is awesome dude, I've been using it since version 1 and it rocks.
