Mail.app not recognizing accounts

Hi,
I launched my mail.app yesterday and it came up with, "you have no email accounts configured to use Mail' message. I've been using Mail for a couple of years now, there are 6 accounts set up with lots of mail for each account. I looked in the Library folder and all of my accounts are still there.
I ran the disk utilities ap to fix any permission problems and also ran TechTools Pro, didn't help.
I'm running OS 10.2.8, if anyone can suggest a way I can get Mail to recognize my accounts again I'd appreciate it.

hold command-option-p-r during start up and wait for the third startup chime to let go. you have to start holding the buttons before the first startup chime.

Zapping the PRAM didn't help.
Does anyone else have any suggestions?
