Accounting Security Issue on 10.3.5

I've been looking around my sister's all new eMac, setting up. When creating the accounts (hers, admin and mine, user), I noticed something pretty "dangerous".
Here's what I did : I created (with her) the accounts, clicked the lock to "secure" the PrefPane and rebooted. When I went back to the Accounts Pane, the thing was unlocked again. I tried it a few more times, just to check and it does it each time :/
The auto-login for the admin account (my sister's) is set.
I consider this a bit like a security issue, since anybody can come, turn on the computer, create an account/grant admin access, and do whatever they want on the comp.
Has anybody got a solution to prevent this to happen and/or to lock all the pref panes on boot ?

Yeah, don't enable auto-login, especially with an admin account. Either disable it completely, and make all users (including admins) manually login, or at least set it to login to a restricted user (ie. non-admin) account.

Definitely follow drmbb's advice. The log-in screen looks nice anyway--shouldn't detract from your user experience.
Also, in the Security prefpane, there is a checkbox for "Require password to unlock each secure system preference" that you could try.
