Viewsonic Monitor Jiggly/Fuzzy Screen on Start-up

When I turn on my computer each day, my monitor takes a while to be readable. Upon startup everything is very jiggly, then turns to fuzz and then slowly comes in focus. Does this sound like the monitor is going bad?
This is a Viewsonic VG191b which I have had for a little less then three years. I think this has a three year warranty. Would a problem like this be covered under warranty? Or, if this is a problem with the video card on my computer, would this be covered by my Apple protection plan?
What are some troubleshooting tips to try and isolate the problem? Any help you can provide is greatly appreciated!

Step 1: unplug the video cable from the Mac and reconnect it.
