With Japanese OS, iTunes text w/accents etc fouled

I have switched my OS X 10.3.8 language environment FROM English TO Japanese. Now in iTunes, text containing letters with accent marks, umlauts, etc. become fouled up when I play the file. For example, "Bjrk" becomes "Bj?k." (the question mark is a complex kanji character, which this forum apparently can't display.)
What causes this and are there any remedies, other than reverting to English. /forums/ubbthreads/images/graemlins/smile.gif
