It is not the OS that allows this. Whether or not you are using 10.3.9 or something else is irrelevant. It is the firmware that allows this.
Just plug in the Firewire drive and turn on Mac then hold down the Option key. A menu will appear which hopefully will show the internal drive and external firewire. It make take a minute or so for you to be able to click on the firewire drive to select it (that is from my experience anyways) and then you click on the right arrow and it will boot from external drive. I have done this on my iMac G3 Dalmation, Powerbook 15", iMac 1.6Ghz and Mac Mini.
