Reinstalling OSX on Mac Mini

Can someone tell me how to partition my HD to reinstall OSX or where to find the information I need to do it?
I put a new HD in my Mini and formatted the HD but it says I can't install to the drive. What do I need to do?

Well thanks anyway.
What I had to do was simple.
Format the drive. Then reboot the computer.
It didn't give me the error message again.
It was too easy! lol
