I have a Performa 6116CD running OS 8 with 72MB RAM. I want to add it to an existing Windows Home Network. I have an DHCP ethernet connection to the router being used by the windows network (also DHCP) and can surf the internet through it. I tried setting up ethernet in AppleTalk but I get a no zones available. No AirPort.

What is it you want the 6116 to do on the network? You can't share files without additional software ("DAVE" comes to mind).
You can share a postscript printer from Windows to the 6116. You use Desktop Printer Utility to set up an LPR printer (On the PC, you need to activate Unix Print Services). For file sharing you might look for a shareware OS 8 compatible FTP server.

If you only need to transfer the occasional file between PCs and this older Mac, you might not want to spend over $100 (the cost of DAVE) to solve the problem.
There are "free" but less convenient means of doing this. See for example the advice at:

HMB gave us a great link there. Reminds me what I did (I guess OS X has me spoiled now) in your situation a couple of years back. I installed CesarFTP (free) on the PC and used the Fetch shareware client on the Mac for FTP. That combo gave me super fast file transfer.
