pc to mac

can a mac os be installed on a pc or laptop not from apple, and if so what needs to be done besides installing it.

if you are thinking emulators there is PearPC that well isnt very good:
Pear PC
and you have other rumours (specially after Jobs announced the Intel transition):
OSX on PC
Hardmac, Rosetta

If your just being curious OK, but I would say why!!
If you want the security of OS X+, I would suggest the purchase of a Mac (with all the included software) and if you need to run Windows then purchase VPC.
Even then, if I needed to run Windows I would use the Windows PC.
If I traveled and needed to bring Windows with me I would take the Mac and use VPC.

There is a pirated copy of OS X for Intel floating around on the net (P2P networks) that some have claimed to get running on non-Apple hardware. The version was shipped on pre-release developer machines from Apple.
Whether or not you can find this version and figure out how to install it you might want to think twice. If you are into hacking around with operating systems as a hobby then it might be worth it but if you are intending to use it as a platform for getting useful work done, I think you are likely to be very disappointed. The (less than reliable) reports that I've read claim that it is buggy and has limited hardware compatibility.
You can buy a brand new Mac mini for $499 that will run OS X Tiger flawlessly and allow you to get real work done. You have to ask yourself, what is your time worth?

It should also be mentioned that the hacked version of OS X is locked at the rev it was originally shipped as - 10.1 I think. It's not getting any updates.
It's possible that the first actual retail release of OS X that targets Intel-based macs will run on plain vanilla X86 boxes, but I think it's sure to also require a fair amount of geeking, and even then there's no guarantee of stability and definitely no support.
I think it will be far more likely that the other direction will work better - Intel Macs dual-booting into some variety of Windows.
I have resigned myself to having two computers, and that really isn't so bad.
