Cannot Empty Trash, File in Use

I downloaded a clip art file from the Microsoft online clip art gallery about a week ago, but never figured out how to get it to work. So it was just sitting on my desktop & I moved it to the trash. Today when I went to empty the trash I got the following message:
Operation cannot be completed because the item 'ClipArt' is in use.
It isn't in use. Word isn't open, nothing is open.
I'm running OS X 10.4.2 on a iBook G4.
