Applications freeze but Force Quit won't work

Hi
I'm using an ibook G4 running Mac OS X. My applications keep freezing and I can't access Force Quit to close them. I just turn the computer off and restart. The problem has got worse and worse. Now when i turn the laptop on a flashing question mark appears alternating between itself and a picture of the finder icon and it won't go any further. What's happend to my laptop? I've put the Install Disc 1 in their to see if Disk Utility will work but it fails (first aid can't fix the error) and now i can't eject the disc. If i proceed to install Mac OS X again (as the disc won't come out it seems like the only option) will i lose all my photos and music??? Pls Help people!
