Well, on your limited budget, I'd pick up the Adaptec ACS-200 housing from Best Buy (or equiv) for $70. Then find you a decently priced HD to put inside it.
I have done exactly that, and it works great. I backup all of my Macs with it.
You can also check on the externals from OtherWorldComputing.com. I have no personal experience with them, but there are several posts on these forums that rave about them. Not sure on the prices and how close one will fit your budget.
Just be careful and make sure you get one that is bootable from the Mac. And keep in mind that you can't boot USB.

You could have an excellent 250GB drive and still remain well within your budget!
External enclosures come from a variety of makers with significant differences in price and quality (not always proportional to their respective differences). Any halfway decent firewire/USB2 enclosure would do the job. The cheaper ones that work cost as little as under $30 (An Example but nicer ones that are supposed to be aesthetically more satisfactory, come with a little higher price tag.... around $55 for this one.
I prefer the ones that are made with Al shell so they can effectively dissipate heat without having a need for an internal fan, keeping the noise level low.
Good luck!
