Turn of information that pops up when cursor...

I want to turn off the annoying info that pops up when the cursor stays on something. How do I do this? Thanks, PHUC!!

It's the decision of the app-developer whether to include comments for interface elements. There is no universal off-switch.

As Typhoon14 has already mentioned, control tips are application dependent and you cannot turn them off universally. Some applications will allow you to disable control tips, other will not. It is basically on you to explore the preferences of all of your apps.
