Problem With Startup Securities

I'm trying to download Virtual PC onto my 12-inch Powerbook G4 (1.33 GHz, 512 MB RAM, 60 GB HD), and I'm having trouble because when I go to restart my computer, it will boot back up, but the Virtual PC installer will fail to open and it will say that certain files in the startup folder in Library don't have proper securities. I've tried telling it to "Fix" and it will restart, I'll try again, and it will stop working again.
Any idea how to fix this?
