MyInfo not accepting changes, Apple doing nothing

I dont know how many other people are experiencing this issue, but I know at least myself and the lady I talked to at AppleCare are, so its worth a post.
Allow me to preface by saying Im using a PowerBook G4 15", the latest version of Tiger, the latest security update, the latest iTunes update, everything.
Long story short: I got a new credit card, I want to change my billing info in iTMS, I click Done, I get taken back to the iTMS storefront. When I view my account information again, I see my old credit card information. When I try to buy music, I get a message telling me my (old) credit card was declined. My changes were not saved.
I try going to myinfo.apple.com to update, using Safari. I try to make a small change to see if any changes are going through. No luck.
This is frustrating enough. If I cant pay for music, I cant buy it. Youd think Apple would want my money. But Apple doesnt seem to care, or is at the very least ignoring the issue. Ive emailed iTMS support, and I got an auto-generated response: Please go back and go through the same steps youve been going through. Not helpful. I called AppleCare, and not only did the support rep have the same problem with her Apple ID, she had me on hold for 15 minutes while she researched the issue, and ultimately was forced to tell me to just leave feedback because there was no solution to the issue. I dont blame her for this, and Im not particularly angry, Im just extremely confused.
Why is Apple being so secretive about this? I even found a link to an article titled iTMS is not accepting my billing info changes on Apples support site. When I clicked on this link, I got a Credit Card Troubleshooting page, which did not address anything regarding billing info changes not sticking.
Apple just doesnt seem to care.
But Apple has the best customer support in the industry.
What is going on?
(and more importantly, why cant I save my billing info so I can spend more money at iTMS?)

iTMS was rejecting my debit card for no apparent reason a while back. I thought it was a problem with my card so I was just going to go down to my bank, but i couldn't make it for about a week and a half. They couldn't find any problem so I tried using iTMS again and it all worked fine. I'd say just give it some time as apple might be doing some sort of maintainence or something.
