Website developer program?

I am searching for a free, mature, feature rich program that I can use to develop a personal website. I do not want to make use of Apple's iWeb program, because it seems that one can only publish a website to Apple's .mac service, which I don't want to pay for. (Or am I missing something, can one publish to any service provider's servers?)
Any suggestions out there would be much appreciated.

I know there is a way to publish with iWeb without using .Mac I would check the Apple forums. I recall hearing how it is done and is pretty easy.

Simply save it to a folder, rather than a site/server and then upload the entire contents of this folder to the host one has opted to use. However, the original poster wishes to use a free application.
