That's what happens when you wait until the program is all written to write the documentation. By that time many things are forgotten. Just making the changes that they say they plan to document as the program is written.
It seems that in Programming 101you are taught to document as you write.

Thats what it sounds like to me... give them more time, because that sure makes sense! NOOO we need to stop them in their tracks!!!

There's one very good reason for that. I don't want to go all political here, but...
The reason is Bush. GW only has two more years left. Then once he's out, the DOJ, depending upon who takes his place, might be able to go back after the worlds most corrupt and largest monopoly, MS.
He's the one that told his crony Don Rumsfeld to get the DOJ to lay off of MS when he took office. Once he's out, we might see this start all over again.

I'm strongly inclined to believe what you say, but I have yet to read any convincing journalism that proves individual DOJ attorneys caved under White House pressure. It was probably more a shifting of resources -- equally onerous, no doubt, but without the smoking gun of the White House telling their attorneys to "throw the match."
Then again, I could be wrong. Nothing would surprise me about this Administration's deep corruption. It's a bottomless pit of avarice.
