AirPort Card and AirPort Express Base Stations

I just put an AirPort Card (11b) with adapter into my iMac G3 700 running 10.3.9. After figuring out that I had to go back to WEP, I got it working (sorta). I also have the iMac connected with an ethernet cable to a router. Both paths work.
Here are my issues:
1. Whenever I try to configure the AirPort Express from the iMac with AirPort Card, even if I use the correct password it returns that it is unable to configure the base station. Can the AirPort configure the AirPort Express base station? Am I SOL or am I doing something wrong (other than not replacing my G3)?
2. The upper right corner of the finder bar flashes. Actually, the clock, etc go away for seconds or minutes at a time. I have tried to turn on Weather Man and Cee Pee You which are non APple items and tis does not fix the problem.
Any ideas?

Oops - Relearned the cardinal sin. I forgot the I turned off software update for Airport since I did not have one. Turned it back on and got the lastest version and things are better.
It appears that I am stuck with WEP though.
