I used to be able to openas many windows/programs as I wanted so that I could view different info at the same time.Now my mini will only open one window/program at a time,when I open a new window it automaticly minimizes the window that I had open.
Even if I make the open window only 1 inch it still closes it when I open a new window.How can I fix this so that I can open diferent windows/programs at the same time on my desktop.Mac mini, OS X 10.47, PowerPC G4,256 ram.

It sounds like you've installed something that enforces that behavior. Review what you've installed and their options.

I have only upgraded my Camino browser and installed toy viewer.I realy cannot work on my computer with this problem is there any other drastic action that I coul take to solve this problem.

The behavior you describe cannot be created by OS X alone -- some third-party app or background utility is doing it for you. What's in your user's Login items list in the Accounts preferences panel?

Based on your other issues, I think I'd put a hold on solving this one until we're sure we have a working system...
