junk mail is unteachable

Ever since I transferred my computer world to a new Intel iMac, which also meant moving from Panther to Tiger, my Junk Mail feature on Mail is unteachable. I have the same settings in Preferences as I did before: Enable junk mail filtering, When junk mail arrives move it to Junk mailbox, and only the first two types of messages are exempt from junk mail filtering: address book people and previous recipients. I have also check the box for trusting the junk mail headers set by my ISP. In Advanced settings, I have said it is junk mail if all of the following conditions are met: Sender is not in my Address Book and Sender is not in my Previous Recipients... then move message to mailbox: Junk.
Yet every day all mail is in my Inbox. Nothing at all has been moved to junk. I click on each one, and then click on the Junk icon... and only then does it move into the Junk mailbox. But the next day there they are, the same cast of characters.
I have tried repairing permissions and restarting. Any ideas? Anyone else having this problem?
