I'm no Intel fanboy but they're laying it on AMD right now with the processors. Penryn looks like a nice upgrade.
Penryn and Leopard should go together like Chocolate and Peanut Butter.
I'm looking forward to seeing how much multitasking performance improves. Penryn has a snoop filter than now supports 4 core affinity.
I believe the virtualization support has improved as well. Then we have the 54 or so new Penryn SSE4 instructions.
If I was looking to replace my Powermac G5 and could wait another 4-6 months I'd be looking at a Penryn based Mac Pro and Leopard as a nice one two punch.

But since Apple seems to have decided to sit out the upgrade to Santa Rosa except for the MacBook Pro, I am inclined to sit out the upgrade to Penryn until it's counterpart Nehalem comes out.
Instead upgrading my computers and laptops this summer as hoped, I'll just be purchasing copies of OSX 10.5 when it comes out in October as a stop-gap and hope that I can get Penryn/Nehalem systems by WWDC 2008. My hopes of Merom/Santa Rosa systems from WWDC 2007 were in vain.
