MacBook Pro with External Monitor

I have a 15" MacBook Pro and a 22" Optiquest external monitor. I have them arranged so the external monitor is on a stand and sits just above the MacBook so the monitors are "stacked." I primarily use the external monitor, but frequently I have documents, etc., opened on MacBook monitor. To have the menu bar at the top of the external and the dock at the bottom of the external, using Monitors I have to put the MacBook monitor to the left or right of the external. This works, but it awkward.
Is there a way to control which monitor has the dock so I keep them stacked both physically and virtually?

From what you say, my guess is that Apple has Mac OS setup to only "allow" the Dock to be located at the extremes of your over all (virtual) "monitor". Thus, in your case with the "stacked" monitor situation, it appear to consider the bottom of the top monitor to be in the middle of your overall "virtual" monitor. So, it would appear that unless you put them side-by-side, it will not allow the Dock on the bottom of the external monitor. It might allow the Dock on the side of that monitor.
Just some guessing...

Hi
The primary display ( indicated by a 1 and a menubar ) will always have the Menubar and Dock.
