Simple question: Why does my QuickTime Pro convert files such as MPEG-4, DV, or AVI of varying lengths into 20-30 second WMV files? VisualHub, which I sought as a solution to this problem, seems to handle the same files fine.

It's not QuickTime Pro's fault.
Exports to WMP formats requires you purchase an update of the http://flip4mac.com software.
It's that software that does the conversion. The "trial mode" you're currently using limits export to 30 seconds.
