There are many; search on VT for "switcher" or "application menu" and you'll find a number of them. I like ASM.

Yes, it only switches between Safari and Mail, for some reason, whatever other applications I have open at the same time.
By the way, though I'm sad England lost, that was a great run you did in the World Cup!

I like Program Switcher, included in Keyboard Maestro, by Michael Kamprath. Find it on VT.
It gives you a small window, with running applications, that you access with Opt-TAB, or other combination that you choose. You can also choose to exclude certain applications that run in the background.
