No, your PC games will not run on the Mac, even with Virtual PC. Yes you must buy the Mac version separately, and from personal experience, NO, you will not receive any discount for getting a different platform version.
You might, however, find some great bargains at eBay.com where a lot of the mac games end up.

It is perfectly legal to resell your games if you uninstall it from any and all computers you have, and destroy any backup copies you have created.
If you are talking about an on-line game that requires registration - Warcraft, Unreal Tournamen 2004, or something like that - there will be an issue that the key code that comes with the game is already tied to a registered user.
Even professional, $1000 software packages allow for license transfer.
