thanks for all replies,
i login with my own ID, and it did show me that my id is a administrator account. again, it did prompt me for password b4 i start to install any application. am i using the correct id?
yes, i did repair permissions by using the disk utility. it still prompt me the same error
until now still no hope to install Adobe Creative Suite...

I wonder if something's wrong with your System? A way to find out might be to do an Archive and Install. That way your System would be replaced without disrupting things; however, that same lack of disruption could possibly mean the problem would still exist. If you did an A&I with the "Retain user settings" checkbox NOT checked, it would probably solve the problem ... but it would entail a lot of work setting up your System again. Just a suggestion, but obviously your choice.
