can anyone tell me what this icon is and what it means?

Sometime I get this on my screen and it stays there for a while. The closest thing that I can think of is the brightness icon, but it's not that either. Here is a screenshot of my desktop with it on there. screenshot1.tiff

The name of the icon is the Gear, and it shows that something, like the AIM buddy list is loading. or being synced
