com.apple.iTunes.plist is the right file to delete. I just tested it to confirm, and it works. Make sure iTunes is not running when you delete the file...

Not that I'm aware of, as I think this data is stored in some sort of encoded form in the prefs. But it definitely worked for me; the warning dialog pops back onscreen after I simply move the prefs out of its normal location, forcing iTunes to create a new set.
